These smaller tracts had extremely poor legal descriptions and their locations are many times unable to be found in the parent parcel.

The main issue is identifying tracts of land based on their respective legal descriptions, often requiring outside mapping resources that are not readily available. There are virtually no oil and gas landmen in this region, necessitating relocation of personnel and increased accommodation expenses.

Northeastern PA (Tioga/Bradford/Susquehanna/Clinton/Lycoming/Sullivan/ Wyoming/Lackawanna/Luzerne/Columbia/Centre)

Title difficulty ranges from easy to moderate, with robust lease chains from recent activity potentially extending completion times. The most significant legal consideration in this region is a process known as "Title Washing.”

Title Washing is a legal mechanism in PA that is frequently associated with this region where a tax sale can operate to recombine a tract that had severed surface and mineral estates. It requires a tax sale for delinquent taxes on surface lands that have not been developed. Once sold, oil/gas/minerals are recombined with the surface estate.

Landman availability has declined since peak activity in the early 2010s, with local resources available in urban centers like State College, Williamsport, and Scranton for smaller projects. Larger projects may require relocating landmen with associated accommodation costs.
